Rating when imported?

Is there any way to rate all imported items automatically ?

I'd like to use 0* for things I wish to delete.
1* for imported files I haven't yet rated.

2*-5* for my personal ratings.

Perhaps I'm missing something here, but why not switch it around and use 1* for tracks you want to delete, 0* for tracks not yet rated--since everything is already imported with a 0* rating by default? Not sure I understand why it's necessary to automatically rate everything 1* when you can use 0* for the same purpose.
