Take a look at this suggestion for how to add weighting to your playlists.

It sounds to me like you are wanting a 20% chance of getting a 5* song in your playlist.
So create a playlist of just 5*. Limit it to 10 songs.
Create another with whatever your other criteria is. Limit it to 40 songs.
Then the real playlist that you will play is of songs that are either in your just 5* or in your other list. Limit it to 50 songs by random.
